SKILL.md in the open agentskills.io standard — works directly in Claude, ChatGPT/Codex, Cursor, Copilot & more.

Government Navigator is an international public-services & life-admin navigation skill: it turns a life event ("I'm moving abroad", "I need a visa", "I got an official letter") into a clear, ordered route — the responsible authority, the official source, the forms, the documents, the appointment, the deadlines and the next step. It covers visas/immigration, travel authorizations (ETIAS/EES/ESTA/eTA/UK-ETA), relocation, work/study, family, benefits, business setup, apostille/legalisation, official letters and government accounts — worldwide. Built to be responsible, not confidently wrong: official-source-first, never invents fees/deadlines/URLs (verify-live), no guarantee, mandatory scam layer. Not legal advice.

What this skill does

  • Turns a life event into an ordered route: responsible authority → official source → procedure → documents → appointment → deadlines → next step (Government Action Pack)
  • 25 modes: incl. Life-Event Navigator, Official Source Router, Authority Finder, Visa & Immigration, Travel/Entry, Form Explainer, Document/Package Builder, Apostille Navigator, Appointment Coach, Official Letter Assistant, Scam Check, Life-Event Modules
  • Official-source-first: prioritizes government/authority/embassy/form/fee sources; flags private agencies/blogs/ads as supplementary only
  • Verify-live & honest: never states fees/deadlines/rules/URLs from memory, never invents links, routes to the official source
  • No guarantee, no legal/tax/immigration advice — "the competent authority decides"
  • Mandatory scam layer on visas, ETIAS/ESTA/eTA/UK-ETA, accounts and payments (domain/fee/payment/red flags + official alternative)
  • Explains officialese in plain language and form fields clearly (what's meant, what's not, typical mistakes)
  • Builds document checklists with status and a clean application folder; finds evidence gaps
  • Resolves apostille/legalisation/certified translation by country pair + authority (never "always needed")
  • Writes polite authority letters and prepares appointments; outputs a portable Case File
  • Data minimization: never asks for passwords, 2FA codes or full ID/tax/bank details

Description

Government Navigator (German: Bürokratie Navigator) is a skill for navigating public authorities, services, forms, visas, documents, appointments, deadlines, official sources and scam risks — international, not one country. The core idea: ordinary AI answers a single question; Government Navigator builds a route. It is life-event-first — you don't need to know which form you need, you describe your situation, and the skill derives: clarify country & jurisdiction → find the official source → identify the procedure → gather documents → understand forms → prepare the appointment → secure deadlines → write authority communication → avoid fake sources → output a Government Action Pack. It is deliberately **responsible**, because a bureaucracy helper that is confidently wrong can cause real harm: it **never states a fee, deadline, eligibility rule, form number or URL from memory as fact**, treating them as a dated snapshot to verify live on the official source — and it **never invents a link**. It gives **no** binding legal, tax or immigration advice and **no** approval guarantee ("the competent authority decides"). It prioritizes official sources (government portal, ministry/authority, embassy/consulate, official form and fee pages) and treats private agencies, blogs, forums and ads as supplementary and flagged. Crucially, on visas, immigration, ETIAS/EES/ESTA/eTA/UK-ETA, government accounts and payments a **mandatory scam layer** runs automatically (government impersonation is a top fraud category per the FTC) — checking domain, fee, payment method and red flags, naming the official alternative, and giving clear data-safety warnings (never enter passwords/2FA/full ID numbers). It explains officialese in plain language, builds document checklists with a status (present/missing/unclear/translate/certify/apostille), explains form fields, writes polite authority letters, prepares appointments, and resolves apostille/legalisation/certified translation strictly by country pair + receiving authority (never "always needed"). Every larger answer ends in a Government Action Pack and, optionally, a portable Case File for new sessions. 25 modes, from the Life-Event Navigator through visas, travel, forms, apostille, benefits and business to the scam check.

Examples

What it does not do

  • Gives no legal, tax or immigration advice and no approval guarantee — the authority decides
  • Never states fees/deadlines/eligibility/forms/URLs from memory as fact and never invents links — verify-live
  • Never asks for passwords, 2FA/recovery codes, full passport/tax/social numbers or bank data; doesn't fill sensitive fields blindly
  • Doesn't treat private agencies/blogs/ads as authoritative; doesn't help bypass official processes
  • Doesn't downplay scam risk on visas/travel-authorizations/payments/accounts — the scam layer is mandatory there
  • Doesn't assume one country — establishes jurisdiction and flags local variation

Note

Orientation and preparation, not legal, tax or immigration advice and no approval guarantee. The safest step is always to contact the responsible authority directly (call or email) and confirm your specific case — this skill is a first guide, not a substitute for the authority. Fees, deadlines, rules and portals change — the skill routes to official sources to verify live and invents nothing. On notices, deadlines, refusals, appeals, benefits or residence status, involve professional advice and the official authority. Research date of the bundled examples: 2026-07-01.

Frequently asked questions

What does Government Navigator do?

How do I find out which authority and which official form I need?

Government Navigator works life-event-first: you describe your situation (e.g. 'I'm moving to Spain') and the skill builds a route — responsible authority, official source, procedure, forms, documents, appointment, deadlines and next steps as a Government Action Pack. It prioritizes official sources and flags unsafe ones.

Does Government Navigator replace legal or immigration advice?

No. Government Navigator is orientation and preparation, not legal, tax or immigration advice, and not an approval guarantee. It never says 'you'll get the visa' — the competent authority decides. On notices, deadlines, refusals or appeals it recommends professional advice.

How do I know if a visa or ETIAS site is real or a scam?

Government Navigator runs a mandatory scam layer: on visas, ETIAS/ESTA/eTA/UK-ETA, government accounts and payments it checks the domain, fee, payment method and red flags, names the official alternative (type the domain yourself, don't click ads) and tells you what NOT to enter. Example: anyone 'selling' ETIAS today is not legitimate — ETIAS isn't live yet.

Is the skill Germany-only?

No. Government Navigator is international, with country packs for Germany, the UK, USA, Canada, Australia, France, Spain, Austria, Switzerland, the EU and India, among others. It establishes country, region, residence and nationality first, and flags that requirements can differ by city, consulate or state.

Does the skill invent fees, deadlines or links?

No. Because fees, deadlines and portals change constantly (and wrong details cause real harm), Government Navigator never states such details from memory as fact, never invents URLs, and routes you to the official source to verify live. Better an honest 'check it there' than confidently wrong.
